Freelance Heritage Project Evaluator - St Andrew’s Church, Soham: Building Repairs and Building Skills for a Brighter Future
The PCC (Parochial Church Council) of St Andrews’ Church Soham, wishes to appoint a consultant to fulfil the monitoring and evaluation element of The National Lottery Heritage Fund supported project, entitled, “St Andrew’s Church, Soham: Building Repairs and Building Skills for a Brighter Future”.
The project involves the planning phase for a major programme of repairs to the church building, which will be led by the architect, along with community outreach and activities to grow the volunteer support base for the church and engage a wider range of people in local heritage, to be led by the Heritage Project Manager.
Specifically, the development phase will include heritage building skills workshops for Foundation Learning Tier students from Soham Village College, for local building firms wishing to learn more specialist skills, and developing similar workshops for younger children; there will also be two heritage themed fairs, audience development work and community engagement to expand the church’s volunteer base.
Time will be allowed at the start of the project for the evaluator to get to know the project team and key stakeholders and gather baseline data to put together an evaluation plan/framework. This should be developed using the logic model approach, as set out by The National Lottery Heritage Fund. The Heritage Project Evaluator will be responsible for following this framework to evaluate the development stage of the project, including periodic reporting and compiling the final Evaluation Report and ‘Sharing Lessons’ document. The successful candidate will also be required to prepare an evaluation plan for Stage 2 of the project (delivery), for inclusion with the stage 2 bid to the Heritage Fund.
It is expected that this evaluation will include (but need not be limited to):
- Progress of specialist building surveys, architectural work and costings to plan for the major repairs project.
- Different types of audiences engaging through the skills workshops and fairs.
- Impact of the project, in particular on young people in terms of pride in the local area, skills development, levels of confidence and follow on interest or behaviour.
- Partnership working with the college, SPAB, volunteers and other Soham groups.
- Impacts for all groups taking part, in whatever capacity.
Experience of evaluating projects supported by The National Lottery Heritage Fund and of working with a wide variety of people, including school-aged children is desirable.
An Enhanced DBS check will be required for this post.
This role is offered on a freelance basis, the post holder being responsible for all tax and insurance. The fee is inclusive of all fees and expenses including travel.
